To conduct business as a title agent in Pennsylvania, you must be properly licensed with the state. The Pennsylvania Insurance Department is responsible for title agent licensing. Per Statute 910-26.1(3), one of the requirements to apply for a license is a surety bond in the amount of $100,000.

The purpose of the bond is to compensate victims of unfair practices and fraud for damages. If a claim is filed, the surety company will first determine the validity of the claim. For validated claims, the surety pays the victim up to the total bond amount. The principal is required to reimburse the surety for the full amount paid on a claim. 

The bond obligee is the Commonwealth of Pennsylvania. It is continuous and will remain in force through license renewals until it is canceled. The surety company may cancel the bond by making a 30-day written notice to the Commonwealth.

To comply with licensing requirements, the bond must be maintained at all times. To maintain your title agency bond, the premium must be paid annually. We will get in touch with you prior to the due date each year with a payment reminder and instructions.

The Pennsylvania Insurance Department establishes the documentation required to apply for a title agent license. These are the requirements for licensing:
 

• Complete the PSI Services exam
• Complete the application at Sircon 
• Pay the $55 application fee for residents or $110 fee for non-residents
• Get fingerprinted
• Provide a $100,000 surety bond
• Provide a blanket fidelity bond of $150,000 covering all agency employes (for title insurance companies)
